Resolution

It is proposed that the District 105se International Draw Competition be retired with effect from 105se Convention 2025.


Explanatory Note

Following a review of District Competitions, Cabinet noted that the International draw has not been run for three years and no club has requested reinstatement.

Originally the draw was set up to enable the winner to attend an International Convention , but as a result of low ticket sales , the prize was adjusted to allow winners to attend Europa Forum or  MD Convention. However the number of Lions now attending Conventions from the District has reduced dramatically so Cabinet did not consider there is now sufficient demand for this competition.Cabinet thanks Clubs and individual Lions for taking part in the past.

2.Resolution from District Cabinet

Dues Resolution for 2025-2026

Resolution

This Convention resolves that the District per capita dues for the Lions fiscal year 2025-26 shall be £12.50 per member per annum and that the dues shall be invoiced in two equal instalments being 1st July 2025 (based on the membership numbers recorded on the International website as at 1st July 2025) and 1st January 2026 (based on the membership numbers recorded on the International website as at 1st January 2026.)

International Convention Costs

Resolution

Although costs have been reduced by Council in their October 24 Council Meeting by deciding not to hold an International Convention MD105 reception, reducing the International Convention Committee back down to one funded member to attend International Convention, and cancelling the Pre-visit, Cabinet 105se is aware that previous Councils have sought to reduce International Convention costs only for them to rise again in subsequent years. Due to the sums involved from our MD Dues this Convention requests that any future proposed Receptions/parties or increases in the committee numbers financed to attend be agreed by Resolution to an MD Convention supported by a full plan and budget to give members a say in this expenditure.

Reasoning

District 105se Cabinet has noted that the current Council of Governors in their October 2024 meeting has decided not to hold an MD105 International Convention reception at future International Conventions, has also reduced the International Convention committee from three members back down to one member who may be expenses to attend international Convention, and has cancelled the pre-visit to the Convention location, decisions we fully support.

However, when either budget reductions or Committee member reductions have been agreed in the past these decisions have been rescinded at a later time, and due to the costs to MD105 members of these expenditures we feel members should be consulted via a Convention resolution including a full Budget.

Finance Implications

The British Isles Reception has been held at International Convention for many years but with the dwindling membership the associated costs of the reception can no longer be justified. In Boston 2023 the costs of the reception were £8,632 and the pre visit cost £1,737. This last Convention in Melbourne, accepting the distances are further, the reception cost £17,000 and the cost of the 3 members of the committee attending and the Pre visit exceeded £16,500 (figures provided by the MD Treasurer). We are no longer a large MD. In Melbourne just 51 Lions from this MD attended. The number of attendees and the reduced Council size do not justify the expense.

The overall savings of these costs would be positive and the Council in Office will have the opportunity to instruct the MD Treasurer to prepare a budget with the savings from the International Convention to other, arguably more important and justifiable matters such as membership, leadership etc. But it shall not be used to host a reception / party / social gathering for MD105.

Sight Project – Vision Screening for School Children

Resolution

It is proposed that an appeal be launched for funding so that cameras used for scanning the eyes of school pupils can be purchased through Lions Club International District 105SE Foundation for use by Clubs in District 105SE. It is further proposed that all Clubs in District 105SE be encouraged to contribute to the funding appeal, and to take part in screening activities, as far as they are able.


Explanatory Note

Lions Clubs International has a number of different projects running throughout the world and vision is one of them. However, it was noted some time ago that, in most schools, vision screening ceased many years ago, so for most children there is no ready access to any early warning system of sight disorders. So, this programme consists of Lions Clubs working within their own local schools, and with support from the District network, using cameras to scan the eye of pupils. It is being piloted in District 105CE and has worked well.

The cameras can detect early symptoms of possible eye disorders. No diagnosis is given, but the parents are advised, if appropriate, to take the children for full professional testing.

The approximate cost for each camera is £5,600. It is proposed that an initial stock of four cameras be purchased and in due course, if the level of Club involvement warrants it, up to a further six cameras be bought.

Guidance on the use of such cameras, training for those Lions who will operate the cameras, and a format for the organisation and administration of screening events, will be provided by Multiple District 105, and a support network will be set up by District 105SE.

And this is not just a service project. As can be seen from our other youth programmes, working with schools gives an excellent platform for Lions Clubs to heighten awareness of Lions in the schools, amongst the parents, and in the community generally. This provides increased opportunity for other community service, for fundraising, and perhaps most importantly for attracting new members.

A more detailed description of the programme and of the screening camera is attached.

1.The Problem to be Faced

  • 1.1.13% of all Children in the UK may have an undiagnosed common eyesight problem
  • 1.2.Vision screening of school children only happens in 55% of local education authorities, and then only for children aged 4 to 5 years.

1.3.Current screening is an approximate practical assessment and does not look at the mechanics of the individual eye.

1.4.Children are rarely taken to an optician for testing unless a problem is suspected (free optician-run eye tests are available post Lions Screening to ensure that a formal diagnosis is in place).

2."Where There's a Need, There's a Lion"

2.1.The camera is a quick and easy way to screen a large number of young people in a short space of time.

2.2.Each scan gives one of two results, Green or Red, this then allows Lions to give a Green (no problem found) or a Red (suspected problem) letter to the young person's parents.

2.3.Neither letter is a diagnosis. Both letters advise the parents to take the child to an optician – the Green one advises regular testing and the Red one refers the child to an optician soon as possible.

3.2.Coventry – 84 children screened – 8 referred to optician (9.5%)

3.3.Bournemouth – 310 Children Screened – 40 referred to optician (12.9%)

3.4.Further pilot areas being tested in 105CE in partnership with HRCG Care Group

4.Multiple District 105 Central Service

4.1.MD has negotiated a large discount on the cameras – each will cost around £5,500

4.2.Training for the camera operators will be organised by MD on a "train the trainer" basis and cascaded down to Districts and Clubs

4.3.Every screening will follow the same procedures, every time, to ensure continuity of standards.

4.4.Advice will be given on how to approach schools (if we need it).

5.What We Want to Do in 105SE

5.1.Fundraise amongst Clubs initially to purchase four cameras – one per region and one spare.

5.2.Set up a network at district and region level of trained camera operators and screening event organisers to support club screening programmes.

5.3.Encourage Clubs to join in the project, to help establish the right contacts with their schools, to provide some members for training as camera operators (if they can), and to take part in the organisation and conduct of screening events.

5.4.Should demand be sufficient, extend the fundraising to the purchase of another six cameras so that one can be held in each zone, with two spares.

5.5.As appropriate, apply to LCIF for matched funding.

Manufacturers' details of the camera are shown below. It is expected that the plusoptix S12R will be the model most suited to our programme, and this will be confirmed shortly.
