STANDING ORDERS for use at DISTRICT CONVENTION
1. The rules of parliamentary procedure as laid down in Roberts Rules win apply, but the District Governor's decision on any point of order shall be final.
2. The conduct of the Convention Proceedings shall be under the Chairmanship of the District Governor, or, in his absence, such officer as shall act in accordance with the International Constitution. In all cases, should the Chairman not be the District Governor, these standing orders shall nonetheless apply as though the District Governor himself was in the Chair.

(a). The District Governor shall have the absolute discretion for the length of time to be allowed for:
Presentation of reports
Comments and questions from the floor
Time allotted for the proposing of a Resolution or Amendment
Time allotted for the seconding of a Resolution or Amendment
Discussion on any Resolution or Amendment.
vi) The right of reply by the Proposer of a Resolution or Amendment.
The District Governor will give an indication at the commencement of proceedings of the time which he proposes to allow for each. of the above categories, but may, upon informing Convention, at any time alter the period so allotted.
(b). The District Governor shall have absolute discretion in terminating discussion on any subject and all speakers shall yield to the Chair when so directed.

(a). Written reports presented at Convention will be previously circulated to Club Secretaries and made available to Registered Delegates. District Officers will therefore only speak to their own reports to update information contained therein or to highlight matters as necessary.
(b). Any Lion wishing to speak on any Resolution or other matter of relevant business must use a microphone and must announce his name and the name of his Club before commencing to address Convention. Only Registered Delegates (or Registered Alternates) shall have the right to vote.
(c). Any Lion wishing to comment or ask questions on a report. may, with the permission of the District Governor, do so before Delegates vote on the adoption of that report.
(d). Each speaker must address the Chair only and conform to the time limit laid down by the District Governor at the commencement of proceedings. Other than the Chairman or the Lion moving a Resolution and exercising his right of reply, no Lion shall speak more than once on any one motion or subject, unless it shall be with the consent of the District Governor.
(e). Each Resolution or Amendment as circulated, must be formally moved by a representative of the Club which submitted that Resolution or Amendment to the Chairman of the Resolutions Committee. All Resolutions and Amendments must be formally seconded. No Resolution or Amendment may be withdrawn without the consent of a majority of the voting Delegates at Convention.

(f). If there is no representative present to move a Resolution or Amendment, then the matter will fail by default.
However, the District Governor may, in his absolute discretion. call for any other Registered Delegate present formally to move and second such Resolution or Amendment so that debate and voting may take place.
(g). The District Governor shall, in his absolute discretion, be able to accept an Emergency Resolution or Amendment for consideration by Convention if:
i) that Emergency Resolution or Amendment is submitted to him in writing before the commencement of the Opening Session of the Convention, AND
ii) in his opinion the Emergency Resolution or Amendment could not reasonably have been submitted to the Resolutions Chairman on or before the closing dates published for the receipt of the same, AND
iii) a majority of the voting delegates present at Convention consent to the Emergency Resolution or Amendment being so considered.

(a) Save as hereinafter provided, voting shall be by a show of Delegate (or where appropriate, Alternate) Cards, of those present and voting. The District Governor shall declare the result or order a count. If ten or more Delegates challenge the District Governor's declaration, the votes shall be counted.
Any Resolution or Amendment on a Constitutional matter must have the approval of a majority of at least two thirds of the Registered Delegates present in order that such a Resolution or Amendment shall become effective.
(c) Any other Resolution or Amendment shall require the approval of a simple majority of registered Delegates present, to become effective.
(d) In the event of a tied vote, the District Governor shall have a casting vote.
(e) A minimum of thirty five (35) Delegates in attendance at Convention shall constitute a quorum.
(f) i) Voting for the election of District Governor shall be by way of secret written ballot amongst the Registered Delegates attending. Likewise, voting for the election to the office of Vice District Governor shall be by the way of secret written ballot amongst the Registered delegates attending.
ii) All elections shall be conducted by the Single Transferable Vote system as recommended from time to time by the Electoral Reform Society.
